States manager started defrosting a third batch for service prior to leaving, but was not completed, and facility became steadily busy after departure. Normal procedure is to step down by cooler in advance. Facility exhausted regularly anticipated supply. All other temperatures within proper ranges. Gloves, hair restraint observed. Discussed proper thawing/reheating procedures. Soups rapidly reheated to greater than 170°F. and placed in hot holding.

Operator states out of range items are generally returned to cooler. Discussed time awareness when performing temperature monitoring. If out of temperature for unknown period of greater than 2 hours, operator will discard immediately. Facility has had a turn over of staff and is in process in training new hires. Will be addressing temperature monitoring and compliance procedures at meeting scheduled for this evening. Behavioral procedures were noted recently with new hires, which were allowing temperature fluctuations, and were addressed promptly.
